BARRIERS TO ACCESSING EARLY CHILDHOOD EDUCATION IN RURAL COMMUNITIES: A THEORETICAL PERSPECTIVE

Abstract
Early childhood education (ECE) is globally recognised as the foundation of lifelong learning and human
development, yet children in rural communities continue to face significant barriers to access. This position paper examines the paradox between rural parents' strong motivation to enroll their children in school and the systemic challenges that undermine these aspirations. Drawing on human capital theory, ecological systems theory, the capability approach, social reproduction theory, and feminist theory, the paper analyses both the motivating factors, such as economic aspirations, social prestige, cultural expectations, and gender empowerment, and the barriers, including poverty, inadequate infrastructure, limited teacher availability, cultural constraints, and weak governance. The discussion highlights that overcoming these challenges requires more than parental motivation; it calls for systemic reforms and equity-focused interventions. The implications emphasize the need for multidimensional strategies that combine financial incentives, strengthened home–school–community linkages, culturally relevant pedagogy, inclusive environments, and gender-responsive policies. By aligning parental aspirations with supportive policies and removing structural barriers, rural children can be provided with equitable opportunities to access quality ECE. Ultimately, Investing in rural early childhood education is not only a moral imperative but also a developmental strategy with far-reaching social and economic benefits.
